We have a term in the UK and I’m not sure it applies legally in the USA.
It is “agent provocateur” and I think in this situation we have a prime example of that.

Well,yes he was entraped,but its legal in america,we do it to johns and hookers all the time. What gets me is that he was arrested for flirting. Its legal to be gay but not to have sex in public.He got busted for playing footsie with a cop.The officer should have had a wire and should have waited for an exposure or an offer for sex vocally.
