Notice that there were six arrested and there were two paid informants within the group. The informants convinced the others that they could get munitions etc. I will bet dollars to donuts (the little Dolly Madison kind to make it worth your while) that this was a bunch of hapless nut jobs (much like Phreedy) that when enabled by the informants appeared more potent.
