Yes, it is actually illegal under Utah state law to display the 12′ crosses on the roadside.

As for the topic… I think its another way for the fundies to convince their followers that atheists are trying to destroy their way of life. Just like the stupid Merry christmas vs happy holidays. Always making themselves out to be victims to get sympathy from their followers and maybe a few converts.
